Davenport city council will vote on executive orders

The Davenport city council will vote soon on two executive orders made by Mayor Mike Matson.

The first order appointed Mallory Merritt as interim city administrator in November, replacing Corri Spiegel. Merritt was the assistant city administrator at the time. She is also the city's chief financial officer.

The same month, the city entered into a "memorandum of understanding" that included a $50,000 bonus for Merritt. An amended agreement would also increase her salary by 2.5% retroactive to January. It says Merritt will serve as interim city administrator until the city fills the position permanently. If the position is not filled by the end of April, she'll be paid an additional $5,000 a month.

The second order appointed Brian Heyer as the interim city attorney in January, replacing former city attorney Tom Warner. A proposed agreement includes a $50,000 bonus for Heyer.

The council will discuss the appointments and their terms on Wednesday. Next week, it will hold a vote to ratify the appointments and approve both agreements.
