The city of Davenport is asking a judge if it needs to release a letter from former chief administrator Corri Spiegel.
The Quad City Times reports the court filing says the letter details instances of harassment and intimidation and makes a monetary demand. The defendant in the case is a resident who made a FOIA request for the letter.
In a news release Friday, the city said it wants a judge to decide whether the letter is confidential or not. And the filing was not an attempt to intimidate or discourage the defendant from making open records requests.
Davenport agreed to pay Spiegel $1.6 million last October. The city didn't release the agreement for nearly two months. And the city council didn't vote on it until December.
Last month, State Auditor Rob Sand announced his office would investigate payouts to Spiegel and two other former city employees.
