Moline City Council will vote on plans for former JCPenney building

The Moline City Council will vote Tuesday night on a plan to turn the old JCPenney building into apartments.

The two-story building was built in the 50s, and was a JCPenney department store until 1972. For about 30 years, it served as office space for a company that, in 2022, donated the building to Renew Moline.

Alexandra Elias is the president and CEO of Renew Moline.

"The city of Moline, as with most cities in America right now, really needs additional housing," she said. "So expanding our housing stock was important."

The economic development nonprofit plans to turn the building into 32 residential units. The $6.8-million project would also add bike racks on 5th Avenue and landscaping on 17th Street.

The agreement, which says the city would loan the organization around $2-million for the project and provide parking for tenants, will be up for approval at this week's council meeting.

If approved, construction would start later this year.
