The one-year agreement would expire at the end of June 2025. The city would pay the Humane Society $800,000, plus $50,000 to hire a fundraising consultant. It would also provide radios for dispatching, vehicles and fuel.
Davenport was considering creating its own animal services department, after the Humane Society said it couldn't continue providing services without a significant funding increase.
Under the new contract, the city and the nonprofit would establish a joint task force to look at ways to make the city's animal protection and shelter services more sustainable.
City documents say the Humane Society of Scott County's board voted to approve the agreement.
The Davenport City Council will vote on the contract Wednesday.
