The firms write, "While there are multiple proximate and interrelated causes, the resultant condition of the wall created by the improper implementation of the late May repairs resulted in the May 28th collapse incident."
The consultants also list and describe seven "proximate" causes of the collapse:

- Neglect of Composite Wall,
- Inadequate Oversight of Repairs,
- Inherent Weakness of West Wall,
- Inadequate Repair Techniques,
- Inadequate Frequency and Type of Maintenance.
