/
City of Davenport
Cropped image of page 15 of the White Birch Group and SOCOTEC Engineering report showing the original building plan for the rear wall overlaid with details of the May, 2023 repair project that was the root cause of the collapse.

In the report released this morning, the White Birch Group and SOCOTEC Engineering say the rear wall of the six-story building collapsed on May 28th, 2023 because of very recent repairs. Or what they call, "Inadequate Capacity of Wall System" and "Inadequate Shoring."

The firms write, "While there are multiple proximate and interrelated causes, the resultant condition of the wall created by the improper implementation of the late May repairs resulted in the May 28th collapse incident."

The consultants also list and describe seven "proximate" causes of the collapse:

  • Improper Understanding of Original Building Construction,
  • Inadequate Construction Documents,
  • Neglect of Composite Wall,
  • Inadequate Oversight of Repairs,
  • Inherent Weakness of West Wall,
  • Inadequate Repair Techniques,
  • Inadequate Frequency and Type of Maintenance.

Read the full report below. Davenport has posted the full report on its website. (Click on the heading, "Causes and Origins Report." Then click on that link.)

No one from the city, White Birch Group, or SOCOTC is available for comment or to answer questions. There's also no information yet on the criminal investigation.
