Kobylski Retires From Davenport Schools

After just a little more than one year on the job, the superintendent of the Daveport schools has retired. Monday night the board of education approved a request from Doctor Robert Kobylski to retire effective last week, on December 7th.

His current contract would have run through June of 2022.

The retirement agreement includes a one-time payment of 57,000 dollars, plus payment for un-used vacation days. It also includes a letter of reference, and a release of all claims against the district and a promise not to sue the district in court.

Kobylski had a difficult tenure with the Davenport School Distict - he was hired from Milwaukee early in 2019, but not allowed to work for several months because state officials said he did not have the correct certifications. After he took some courses, the Iowa Board of Educational Examiners finally gave its permission and he officially began working as superintendent in the summer of 2019.

Then this fall the Iowa Department of Education appointed an interim superintendent to replace him, T.J. Schneckloth, because it was unhappy with how quickly the district was fixing its financial problems, and racial disparities in discipline and special education.

A native of Detroit, Herb Trix began his radio career as a country-western disc jockey in Roswell, New Mexico (“KRSY, your superkicker in the Pecos Valley”), in 1978. After a stint at an oldies station in Topeka, Kansas (imagine getting paid to play “Louie Louie” and “Great Balls of Fire”), he wormed his way into news, first in Topeka, and then in Freeport Illinois.
