Over 2,900 flags, one for each person killed in the attacks, were placed in a field near the 9/11 memorial on Arsenal Island.

Major General David Wilson says the ceremony was also for military service members killed in the “war on terror” since 9/11.

"We may never forget those who gave their last full measure of devotion on this day, 22 years ago, and those who died in service ever since. I hope and pray that all of them have found eternal rest."

Family members of some of those service members helped lay a wreath, before the 21-gun salute, a moment of silence, and the playing of taps.
