The Democrat from Rock Island says one reason he decided to run is redistricting. Because of the new boundaries, there is no incumbent for the 36th senate district.
He says one way to serve his constituents is being willing to listen.
"I can't tell you the number of times that I've come to someones house and they say 'well you're the first person that's ever come by that's asked me what I think.' I believe more elected officials and more candidates should do that because it's the best way to really find out what's on the peoples minds."
If elected, he will continue to focus on tax relief, and reducing other costs.
According to Halpin, one of the most important ways to prepare for the November election is to talk to voters.
"They want a Representative or Senator that is providing service to their constituents, is being responsive, is trying to connect them to state agencies and other services. And I think that's, more than legislation, that's what I can do in the Senate."
His Republican opponent for the Illinois Senate is Mike Thoms.
