ARPA Helps Balance New Rock Island County Budget

With its new fiscal year starting in just two weeks, work on a new budget for Rock Island County has been completed. This week, the county board gave its final approval to an 88 million dollar budget for 2022.

County Administrator Jim Snider says the property tax rate will stay the same so most property owners will pay the same amount to the county as they did this year.

"We are anticipating a little over 2.6 per cent of growth in the e-a-v (equalized assessed value), that's new construction, those type of things. And we are looking to capture that growth, about 900,000 dollars in revenue, if that does come through."

One of the main budget problems caused by the pandemic has been its impact on the court system.

"The court system especially is undergoing quite a bit of challenge with court backlog and there's been a need to hire additional contract attorneys under the chief judge's office and the state's attorney's office need for employees and staff to meet the backlog and the backlog is significant. "

He estimates it will take three to four years to take care of the court system backlog caused by COVID-19.

Projected revenue is 13 million dollars less than spending for next year, but federal money will make up the difference and allow for a balanced budget. Rock Island County will receive a total of 27.5 million dollars from ARPA, the American Rescue Plan Act.
