The US Army Garrison on Arsenal Island has a new leader. This morning Colonel Elmer Speights Jr. became the commander.
The Assumption of Command Ceremony was held at 8 am.
Speights takes over from Joel Himsl, a civilian who's served as the Garrison manager. Himsl will become the deputy for the new commander.
