This week, the city learned it'll receive 24 million dollars from the RAISE Program, which stands for Rebuilding America's Infrastructure with Sustainability and Equity.
Director of Engineering Tim Kammler says historically downtown East Moline has been separate from the Bend Hotel development, the Quarter, and the Rust Belt entertainment center.
"And what this project will do is ultimately provide connectivity between all of them - with new roads, with streetscaping, with pedestrian ways - that hopefully make things much more accessible for citizens, for people all around the Quad Cities, and visitors."
He thinks all of these projects will take four to five years to complete. They'll start with a lot of planning and design work, then begin updating the city's underground infrastructure.
"And so we want to make sure foundationally we've got the infrastructure that is in solid shape underneath so we don't have problems with water mains or sewers or things like that in the years go come."
Kammler says East Moline applied for this federal grant three times before finally being approved.
And he thinks the result will be an "amazing and transformative" project for his city.
