City Administrator Finalist Bios

The finalists for the City of Davenport’s City Administrator are Stephen Riley, Town Manager of Hilton Head, S.C., Corri Spiegel, Interim City Administrator of Davenport, and Kevin Woods, City Manager of Stallings, N.C., Mayor Frank Klipsch announced Wednesday.

The finalists will be interviewed in Davenport on July 11-12. Mayor Klipsch invites the community to a meet and greet reception with the finalists on July 11 from 5 p.m. to 6:30 p.m. at the River Music Experience, 129 Main St. The City Administrator Search Committee narrowed down the three candidates from a pool of 34 applicants representing 17 states.

The finalists:

Stephen Riley is currently the Town Manager for the Town of Hilton Head, South Carolina where he has served for the last 25 years. He has experience in strategic planning, project management, budgeting and financial operations, organizational change, customer service, and media relations. Prior to his current position, Stephen was the Director of Community Development within the Town. Collectively he has over 30 years of experience working for municipalities and is a Credentialed Manager through the ICMA, where he serves on the Sustainable Communities Advisory Committee. He is a member of the American Planning Association, and has served on numerous other boards. Stephen holds a Master of Arts in Urban Planning from the University of Iowa, and a Bachelor of Arts in Urban Studies from the University of Nebraska.

Corri Spiegel currently serves as the Interim City Administrator of Davenport and was the Assistant to the City Manager from August 2014 to June 2015, overseeing the day-to-
day operations of the City’s municipal services and its executive leadership team while leading the economic development programs of the city. She has 13 years of experience
working in diverse municipal government settings with 10 years of that in senior management. Prior to her position within the City of Davenport, Corri was the Economic Development Manager for the City of Centennial, Colorado. She holds a Master of Science of Organizational Leadership from Colorado State University and a Master of Public Administration from Arizona State University. Corri is also a Certified Economic Developer and was recognized as a Woman of Influence by CREW Denver.

Kevin Woods is currently the City Manager for the City of Stallings, North Carolina where he focuses on excellence in all municipal services, by fostering $91M in recent economic growth. Prior to his position in the City of Stallings, Kevin served as the Vice President of Versar, Inc. a global engineering and construction management firm where he was recruited following a distinguished career in the United States Army. Kevin holds a Master of Arts in National Security and Strategic Studies from the Naval War College. He also holds a Master of Arts in Operational Planning from the United States Army Advanced Studies Program. Kevin is a Credentialed Manager through the ICMA, and has completed both the City Administrator and the Economic Development Program through the University of North Carolina at Chapel Hill. The City selected Strategic Government Resources (SGR), to assist in conducting the search. SGR is an executive search firm, based in Keller, Texas, specializing in recruiting, assessing, and developing, innovative, collaborative, and authentic leaders for
local governments.

A native of Detroit, Herb Trix began his radio career as a country-western disc jockey in Roswell, New Mexico (“KRSY, your superkicker in the Pecos Valley”), in 1978. After a stint at an oldies station in Topeka, Kansas (imagine getting paid to play “Louie Louie” and “Great Balls of Fire”), he wormed his way into news, first in Topeka, and then in Freeport Illinois.
