In 1990, Scott Reeder covered the police departments for the Quad-City Times.
At about 9 p.m. on September 17 of that year, he was told to cover a fire reported at Jefferson Elementary School in Davenport, Iowa. He arrived at the scene at the same time as the police and fire departments. Instead of finding a small trash fire as expected, they found the burning body of a nine-year-old girl.
