Federal officials are encouraging flood victims in Scott and Louisa counties to register for financial assistance. This week, representatives from the Federal Emergency Management Agency, or FEMA, have joined the Salvation Army, Red Cross, and state agencies at the Flood Donation and Distribution Center in Davenport. It's located in the old Office Max store near North Park Mall.

FEMA spokeswoman Deanna Frazier says the first step for renters and homeowners is to register. The agency can provide grants to help repair or replace structural damage, but not carpet or drywall.

The number to call to register for FEMA help is 800.621.3362, or flood victims may register online at disasterassistance.gov.

Even if a family or individual does not qualify for a FEMA grant, they may apply for a low interest loan through the Small Business Administration.

FEMA will also reimburse cities, counties, and other organizations up to 75% of covered expenses, repairs, and other damages. FEMA spokeswoman Deanna Frazier says in this case, "public" refers to governments and organizations that provide services to the community. They are responsible for repairing and replacing infrastructure, and documenting it. Then the cities and counties submit the information to FEMA for reimbursement. Labor and heavy equipment costs may also be included.

Nonprofits and places of worship that provide child care or meals to low income residents may also apply to FEMA for reimbursement. FEMA assigns program managers to governments to help them document expenses and figure out what's eligible.
