Moline's interim city administrator will be excused from his regular duties this week. Martin Vanags will instead attend special training following complaints about his conduct.
A press release from the city says it received an allegation that statements made by Vanags, "created a hostile work environment in violation of the city's sexual harassment policy."
Moline hired an outside firm to investigate, and it concluded he did not violate the city's sexual harassment policy, but did make statements in the workplace that were not appropriate.
So Vanags will attend training this week, then return to his duties in city hall next week. While he's gone, Finance Director Carol Barnes will serve as acting city administrator.
