Vice President of Development, Char Flickinger, says it was built in 1903 by Doctor Elmo Sala. 90 years later, nearly vacant and in bad shape, Economic Growth renovated and re-developed the apartments in 2005.
Now she says it needs to be "re-freshed."
"That's our mission here at Economic Growth Corporation, not only to improve the local economies in the communities where we work, but also make sure that folks who are working for a living but perhaps are less fortunate than the rest of us, also have a nice place to live. It's about the tenants, it's about making sure they have a good home."
Work will include all new appliances, radon mitigation, new windows, exterior repairs, and security improvements, with cameras at every entrance.
Construction could start in a month, with completion in about eight months. Money and support are provided by the Illinois Housing Development Authority and the city of Rock Island.
