Leaders of the Senate Homeland Security and Governmental Affairs Committee are proposing that FEMA be eliminated.

After investigating the response to Hurricane Katrina, the committee releases a draft report recommending the creation of a new National Preparedness and Response Authority to replace FEMA within the Department of Homeland Security.
