NPR's Jim Zarroli examines President Bush's proposal to eliminate the federal tax on all stock dividends, as a way to stimulate the economy. It's the centerpiece of the $674 billion, 10-year legislative plan, mostly of tax cuts, that the president outlined yesterday at the Economic Club of Chicago.
