Something surprising will appear in Rock Island the next time it rains. Members of the Arts Commission have started stenciling messages of encouragment on sidwalks around the city that will only become visible when they're wet.
Geographic Information Systems Specialist for the city, Kathryn Douglas says a dozen of the messages should be done by the weekend, with a total of 20 in the near future.
"This is just messages that we thought would be encouraging people, and kind of a surprise if they see something if they're walking in the rain, to remind our community that we're strong and we need to stand together and we "heart" our heroes in Rock Island."
