Tony McCombie has introduced her first bill in the Illinois House.
If it passes, the measure would help small municipalities during the budget impasse.

McCombie says when she was mayor of Savanna, waited almost 7 months before getting money that already belonged to the city. The council was prepared to delay capital projects if the funds had not arrived.
Compared to large municipalities, the finances of small cities suffer a lot more from delayed payments from the state compared. And the republican says it's necessary to protect the money from other lawmakers who might be tempted to use the funds for other purposes.
McCombie says so far, more than 20 republicans and democrats have decided to co-sponsor the bill.
