A Davenport man is charged with first degree murder following Tuesday's fatal shooting in East Moline. 29 year old Willie Minor is being held in the Rock Island County Jail with bond set at 5 million dollars.

East Moline police say they received several reports of a shooting Tuesday about 11:30 am, near the intersection of 3rd Street and 15th Avenue. Officers found 52 year old Jon Keener with a head wound, and he was pronounced dead at a local hospital.

Police say Keener previously lived in Cordova, but most recently had been living in Muscatine.

Officers then surrounded a nearby house at 15th Avenue and Kennedy Drive, and after several hours of negotiations, several people inside were persuaded to come out and surrender, including Minor.
