Chicago is eyeing a budget deficit that is expected to balloon. Mayor Brandon Johnson is being put to the test. He said he doesn't want to cut services, but there may not be an appetite to raise property taxes. The problem could wind up falling to the Illinois General Assembly in the search for a solution.
